Ozai is the current fire lord. He is carrying out his grandfather's wishes, to have the fire nation control the world. He is one one who gave Zuko his, err, attractive scar. How evil can one man be to scar his own son for life, literally? Well, Ozai is just that kind of evil.
He is the new face of the fire nation, although we really haven't seen his face yet. But you get the point. He is the ultimate ruler over the entire country, and eventually, he hopes, the world. He's a master firebender and monitors meetings in his war chamber from a ledge at the front of the room. When he gets angered, the flames rise.
Should Sozin's comet arrive, Ozai will be the most powerful person on the planet, and will undoubtedly finish the war. But lets hope it doesn't come to that, shall we.
