When the Fire Nation takes over a large city, the Fire Lord appoints a Governor to watch over that city. For Omashu (since been renamed New Ozai), that is this man (real name unknown). He makes all the rules, and enforces them in the city.
Not much is known about him, other than he has an infant son named Tom Tom, a teenage daughter named Mai and a wife. When Tom Tom was taken from him, he was devastated. He was willing to trade King Bumi for his son. At the end of "Return to Omashu" he was thrilled to have his son back, although he wasn't quite sure how he got him back.
However, he is apparently as stupid as some Fire Nation soldiers, as he said he "thought" he has heard of the disease "Pentapox" and allowed thousands of Earth Kingdom warriors to freely leave the city.
He has a set curfew in which all residents must be in their houses, although his family doesn't follow that rule. Other rules which he has established are unknown, although there are sure to be others, even though he doesn't appear to be that strict.
