Tong is the mayor of an Earth Kingdom town called Chin named after its founder. When we first see Mayor Tong he is leading the annual ‘Avatar Day’ holiday but it’s not a holiday to celebrate the Avatar but in hating the Avatar who killed their towns former ruler Chin, it just so happened that the Avatar thought to be responsible for the of Chin is Avatar Kyoshi. When the ceremony comes to the part were the statues of Kyoshi and the avatars that followed her (Roku and Aang) are being burned Aang and Katara put a stop to it and Aang reveals that he is the avatar. Tong tells him that he isn’t welcome in his town and tells him to leave but Aang wants to prove he is and agrees to do things according to Chin law…Unfortunately the town of Chin doesn’t except water tribe money as bail so Aang has to stay in jail till the hearing. The next day Katara tells Tong that they have gathered evidence that will help prove Aang’s s but Tong informs them that’s not how Chin law works. He tells them that hearings involve the defendant telling his side of the story and himself telling his side, and the judge decides if the defendant is or guilty. Unfortunately the Judge is Tong and he tells Aang that’s why it’s called justice, it’s ‘just us.’ When the trial begins Tong tells the old story about how Kyoshi kill Chin the great. Then Aang does a rather pathetic excuse for why Kyoshi couldn’t have killed Chin using Sokka’s notes…But he doesn’t do a good job of remembering them and blows his shot. But before the hearing is over Katara has Aang try on some of Kyoshi’s old cloths to try and see if he can use it to channel her. At first it doesn’t look like it is working but then Kyoshi appears and tells the citizens what happened and indeed she did kill Chin but he wasn’t the great leader that they thought but a tyrant. When Kyoshi leaves Aang asks what happened and Kyoshi tells him that he confessed Tong then pronounces his punishment by use of a chance wheel. Many of which are bad ways to go save for the one marked community service but Aang isn’t that lucky as his punishment ends up being coked in oil. Before Tong can administer the punishment Fire Nation Soldiers on Rhinos appear and demand that the town surrender to them and that they dethrone the leader. Tong being the leader asks Aang to help but when Aang reminds him that he is supposed to be cooked in oil Tong changes his punishment to community service and tells him to do his town a service by defending them from the Fire Nation soldier. Aang is able to defeat them and after doing so Tong changes ‘Avatar Day’ from hating Kyoshi from honoring Aang for defeating the invaders and saving their town. There is even a new ‘Avatar Day’ food, un-cooked dough in honor of the day Aang was not cooked in oil.
